The Kark Review Published

4 March, 2019

An independent review has been published on how effectively the fit and proper person test prevents unsuitable board directors from being redeployed or re-employed in health and social care settings. Tom Kark QC and Jane Russell were commissioned to undertake the review by Stephen Barclay MP, following the findings of Dr Bill Kirkup who examined the failures in care at Liverpool Community Health NHS Trust.

Tom and Jane interviewed over 40 organisations and individuals in the summer of 2018 and their report makes 7 recommendations, 2 of which are being adopted by the Government.
