International Court of Justice issues Advisory Opinion on States’ obligations in respect of climate change

The International Court of Justice issued an Advisory Opinion on 23 July 2025 in response to a request by the United Nations General Assembly concerning the Obligations of States in respect of Climate Change.

The Court’s Advisory Opinion canvassed an array of legal issues arising under treaty and customary international law concerning climate change.

Nearly 100 States made written submissions and/or oral submissions before the Court. In addition, multiple international organisations and non-governmental organisations participated in the proceedings.
